The City Treasurer's Office performs tax collection and financial management tasks for the City Commission and handles all City short-term investments. The Office of the City Treasurer collects all City, County and School taxes on real estate and personal property, and collects all City fees and service charges.
Citizens can call or come into the Office where a knowledgeable staff member will assist them with questions or problems they may have. Since 1893 (the year the General Property Tax Act was approved), City of Grand Rapids property owners have received tax bills from the Treasurer's Office. Our busiest months are in July and December of each year when approximately 60,000 homeowners receive a tax bill for the Schools and City property tax (summer) and the County property tax (winter). At this time, approximately 6,000 businesses receive personal property tax bills from the City.
The Customer Service staff handles numerous inquiries about tax bills, special assessments, and everybody's favorite, parking violations. In any given month, approximately 1,700 phone calls may be answered on parking violations alone. These questions deal with specifics on the violation cited, City ordinances, vehicle impounds, malfunctioning meters, and improper signing. In addition, other inquiries may relate to balances owed for various property liens, changes in mailing information, and bill information.
The Treasurer's Office is on the second floor of City Hall and also provides a Monroe Level cashiering station where taxpayers may conveniently make payments on their bills. Each cashier handles an average of 40 water customers, 30 parking violations, and 100 miscellaneous transactions per day in addition to up to 340 people paying property tax bills.
A unique feature of the Treasurer's Office is the Document Processor. The equipment has the Optical Character Recognition (OCR) capability which allows bills to be "read" and checks to be receipted at a rapid rate saving countless hours in posting the tax, water, and parking violation payments. Presently, a daily average of 1,300 water bills are scanned by this processor.
The City Treasurer's Office continually strives to ensure the timely and accurate billing and collection of taxes and fees, receipt of all payments to the City. These funds are then invested in a prudent manner governed by State Law and the City Investment Policy. Our goal is to maximize the financial resources available to meet the needs of the City and its citizenry by performing these tasks in an efficient and cost effective manner.
