Annual Action Plan
The one-year plan, also known as the Annual Action Plan, describes funding and activities for the fiscal year. The Action Plan includes planned programs and funding amounts under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), American Dream Downpayment Initiative (ADDI), Byrne Memorial Justice Assistance Grant (JAG), and Emergency Shelter Grants (ESG) programs. Five-Year Plan
The five-year plan, also known as the Consolidated Housing and Community Development Plan, provides an overview of the Grand Rapids' community and a long-term strategy for federally funded housing and community development programs. The Southtown Neighborhood Revitalization Strategy is part of the five-year plan.

Annual Performance Report
The Housing and Community Development Consolidated Annual Performance and Evaluation Report (CAPER) for the City of Grand Rapids is submitted to HUD annually. It describes activity that occurred between July 1 and June 30 of each fiscal year for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Shelter Grants (ESG) programs. The report also discusses general housing issues and assesses performance based on the Housing and Community Development Annual Action Plan.
